Its tough but I suggest using sandpaper.
the sand paper leaves lots of scratches on the surface which allows the spray to stick to nicely.
I sanded it down about 70%.
The washed it with warm water and dish soap as it takes off any oil. Then the first coat is either white or silver just to cover the surface to and to help give your desired color a nice clean vibrant color. and last always spray in very light coats, let her dry for 5- 10 minutes then give it another coat. So I sprayed about 40 very light coats. This will give your frame or parts a nice even coat of paint that doesn't run or chip when its hit!

hi theres scratches as you would expect as it was used but the rim was straight and true when wheel was built.
